Leavenworth City Commission

As the City's governing body, the Commission is responsible for:

  • Establishing policies.
  • Allocating resources through the adoption of the annual operating budget, five-year capital improvement program, ordinances and resolutions.
  • As part of the policy-making process, the City Commission relies upon input from boards and commissionsThe City Commission is responsible for making appointments to boards and commissions.

The Leavenworth City Commission holds regular meetings at 7 p.m. on the second and fourth Tuesday of each month at City Hall, 100 N. 5th Street, Leavenworth, Kan., 66048. In addition to regular meetings, Commissioners may hold study sessions on the first and third Tuesdays of each month.

The City Commission agenda packet is posted every Friday by 3 p.m. Click on "Agendas and Minutes" tab.

City Manager

As chief executive officer of the city organization, the city manager is responsible for daily administration of the city’s operations and affairs. The city manager is hired by the governing body to serve the community and bring the benefit of his education, training, and experience in managing local government organizations, projects, and programs.

City Manager Duties

The city manager is responsible for all city employees. Responsibilities include supervision of all city departments, projects, programs, and ensuring efficient and effective service delivery to the public. The city manager prepares a proposed budget and recommends measures for adoption by the city commission. The city manager’s office also receives and investigates complaints related to the Americans With Disabilities Act.

The Leavenworth City Clerk's staff is responsible for record keeping in an efficient manner in accordance with local and State laws and fosters public trust and accountability. 
Duties also include:
  • Preparation of all City Commission agendas and minutes for regular, special, study session and work session meetings; and disseminates to the commissioners, staff and the public.
  • Receives, reviews and issues licenses for all city regulatory business.

The City Clerk's operating philosophy is to facilitate a positive and productive visit to Leavenworth City Hall for all customers and staff members.

Community Development Division

The Community Development Division is a multifunctional agency responsible for the orderly development and redevelopment of private property in Leavenworth. 
It is part of the City's Planning Department.
  • Community Development operates the City's Community Development Block Grant (CDBG),Home Repair Program, Demolition of Dangerous Structures, Home Ownership Assistance Program, Emergency Housing Assistance.
 

Economic Development

The City and its partners, continuously work to diversify the area's economy in an organized, concerted effort to promote commercial, industrial and retail development. 

Leavenworth is considered an outer-ring suburb of Kansas City, Missouri and is a full-service community. Leavenworth is home to Fort Leavenworth, U.S. Federal Penitentiary at Leavenworth and the Dwight D. Eisenhower Veterans Affairs Medical Center, part of the U.S. Department of Veterans Affairs Eastern Kansas Health Care System. Major employers include Cereal Ingredients, Hallmark Cards, Corrections Corporation of America, as well as the Armed Forces Insurance Center.
Downtown North Leavenworth Redevelopment Area - The Downtown / North Leavenworth Redevelopment Master Plan is intended to provide a general vision and guidance for the physical design and development associated with future investments by both the private and public sector. The master plan establishes the basic framework for improvements to enhance the appearance of the area, the pursuit of quality redevelopment projects, and strengthen access to, through and within Leavenworth's core area. These improvements are designed to foster a strong sense of pride within the community, and to provide the foundation for future cooperative efforts towards community building among the leadership of Leavenworth, the citizens, and potential investors.
 
The City of Leavenworth partners with many organizations to promote economic development.
  • Leavenworth Main Street, Inc. focuses on development in the downtown business district.
  • Leavenworth County Development Corporation works to promote development in Leavenworth County.
  • The Leavenworth-Lansing Area Chamber of Commerce works to promote business interests locally and at the state level.
  • The First City Development Corporation offers business loans to Leavenworth entrepreneurs. First City Development Corporation is a Network Kansas E-Community member and is making loans to entrepreneurs for new business expansion within the City Limits of Leavenworth. Matching Grants
New and existing commercial, retail, or industrial businesses may be reimbursed 50% of the costs for development of their business. Owners may be eligible for a dollar-for-dollar matching grant up to $5,000 for single unit locations and up to $15,000 for multi-tenant locations. Click here for more information.
 
No-Interest Loans
The Grow Leavenworth County Development Corporation offers business loans to entrepreneurs. Grow Leavenworth County Development Corporation is a Network Kansas E-Community member and is making loans to entrepreneurs for new business expansion within the City Limits of Leavenworth, and Leavenworth County. Economic Development Incentives
On February 28, 2017, the City Commission approved an Economic Development Incentives Policy. This policy is a document intended to assist developers, business owners, and other parties in determining what incentives they may qualify for. LEFT: The Leavenworth Fire Bell in front of the fire headquarters, which reads "The Leavenworth Fire Bell: This bell hung over the market house and city hall from 1869 to 1924 when the building was razed. For 55 years it announced a fire by rapid ringing and, after a pause, named the ward where the fire was located. It rang the hour on the hour, and at nine the curfew sent the young ones home. Many an early day citizen took his last ride to the slow peals of our bell.

Human Resources

The Human Resources department provides personnel services to the City's departments and its employees. It is committed to providing prompt and efficient personnel service to all employees and citizens. The department performs a variety of complex administrative, technical and professional work in directing and supervising the personnel systems of the City, including classification, compensation, employee orientation, human relations, labor relations, recruitment, selection, retirement, risk management, training, and worker's compensation. It also oversees the City's healthcare and Employee Assistance programs.
The City Human Resources Director also serves as the Secretary to the City Human Relations Commission (HRC). The HRC enforces the provisions of the City of Leavenworth's Human Relations Ordinance. The ordinance prohibits discrimination in employment, housing and public accommodations. Citizens may direct their concerns in this area to the Human Resources Director, Lona Lanter.

Municipal Court

The Municipal Court is the judicial branch of the city. Traffic violations and violations of Leavenworth City Ordinances are handled in this court.

In the Municipal Court there are no jury trials. A judge under the Code of Criminal Procedure, the Code of Municipal Courts, the Kansas Rules of Evidence and the Leavenworth Municipal Code conducts all trials.

Municipal Court should not be confused with Leavenworth District Courts. District court has jurisdiction over cases such as serious criminal offenses, divorce and domestic relations, damage suits, probate and administration of estates, guardianships, conservatorships, care of the mentally ill, juvenile matters and small claims.

Planning & Zoning

City Planning is a function of the City's Planning & Community Development Department. City Planning sets the framework for the growth and development of the City though policy administration and development review.
 
The City recently adopted its development regulation addressing what land uses, building types and sizes, heights and densities are appropriate on land throughout the city. These Development Regulations also reinforce the City's planning efforts. Great care has been taken to ensure the community-based process of planning our City, including some neighborhoods in need of redevelopment, has been reflected in the design of these development regulations.
 
The Planning Commission is appointed by the City Commission and oversees the development of City Policy.

Neighborhood Revitalization Area Plan/Tax Rebate Program
The Neighborhood Revitalization Area Plan is a property rebate plan of 95% of the actual property tax increase associated with property improvements made in the prescribed area. It is offered to encourage new investment into blighted areas. The rebate is paid to the property owner each year for anywhere from five to ten years, depending on the property's valuation increase. The rebate district is the area within Metropolitan Street, 10th Street, Spruce Street and the Missouri River.   
 
Applications are available at the Community Development Department at City Hall, 100 N 5th Street. Once the application and all accompanying documents are received, the packet is verified and forwarded to the County Appraiser's office for processing. The Neighborhood Revitalization Area application must be turned into City Hall before any work is performed. 
 
We strongly recommend you contact the City staff if you are considering purchasing a property in the Neighborhood Revitalization Area and/or you are planning improvements on your property.  Staff can assist you in determining the amount of property tax rebate you may receive and can answer any questions you might have about the program.  Please do not hesitate to contact us, we want to answer your questions!

Public Works

 
The Public Works Department is the administrative entity that coordinates the delivery of many infrastructure services to the citizens of Leavenworth. The department includes several divisions.

  • Water Pollution Control Division (Wastewater Treatment Plant, Collection System.)

The Public Works Department works to ensure that the policies of the City Commission as conveyed by the City Manager are carried out in an efficient and effective manner. Activities and progress of the various divisions are reviewed throughout the year to ensure use of current methods and technologies, and adequate progress to meeting established goals. The department develops short term and long term plans to maintain, improve and expand the city's infrastructure.

The Director, Deputy Director and Senior Engineering Technician all work extensively with other governments (e.g. Leavenworth County, City of Lansing, Fort Leavenworth, Kansas Department of Transportation) in an effort to minimize disruption to the public from the many construction activities in Leavenworth.
