The Leavenworth Municipal Civil Service Commission is composed of five volunteer members who serve for five alternating years, one of which is chosen to serve as chairperson.  Members must be a citizen of the U.S., resident of the City at least two years immediately preceding such appointment and an elector of the City.

The Commission's primary responsibility is to ensure that the Municipal Civil Service System provides fair and equal employment opportunity for public service.  Such assurance extends to the review of personnel programs, activities, and rules and regulations administered by the City's Personnel Director.  Such duties and responsibilities include the hearing of appeals from employees regarding suspensions, dismissals and demotions.
