Community Development

          The following programs are available through the City of Leavenworth's Community Development Department.  These programs are for Leavenworth residents who meet certain program guidelines.  We strongly recommend you contact the program coordinator, Jane Turner, for application information and to find out what programs your household may be eligible to receive.  Jane Turner can be reached by email or by phone at (913) 680-2626. 

 
Emergency Home Repair Program,  Minor Exterior Home Repair Program and Home Weatherization Program.
Funds are available for qualified low to moderate income homeowners to assist in emergency and non-emergency repairs to their homes.  Applicants may receive up to $5,000 for eligible repairs relating to safety concerns, providing handicap accessibility, bringing a home up to property maintenance standards or weatherization repairs.  Applicants must meet income eligibility requirements as defined by HUD and must be the owner and resident of the property.
First Time Home Buyer Assistance Program provides funds to residents of 
Leavenworth who are planning to become first time home buyers.  Applicants must meet income eligibility requirements as defined by HUD and must be the intended (current or future) resident of the property.  Additionally, applicants must be credit-worthy and must have received preapproval from a bank or mortgage company to finance a home but need assistance to purchase the property. We are not accepting applications for the program as funds are no longer available. New funds should be available in July 2010.
 
First time homebuyers can receive up to $12,000 for mortgage principal buy down, closing costs and/or down payment assistance.  Residents who meet the low-income guidelines may receive up to $12,000 (limited to 15% of the selling price) in funds toward the purchase of a home; moderate-income level home owners may receive up to $8,000 (limited to 10% of the selling price) in funding toward the purchase of a home.  Applicant must be the future owner and resident of the property.
Neighborhood Revitalization Area Plan/Tax Rebate Program
The Neighborhood Revitalization Area Plan is a property rebate plan of 95% of the actual property tax increase associated with property improvements made in the prescribed area. It is offered to encourage new investment into blighted areas. The rebate is paid to the property owner each year for anywhere from five to ten years, depending on the property's valuation increase. The rebate district is the area within Metropolitan Street, 10th Street, Spruce Street and the Missouri River.  <See Map> 
 
Applications are available at the Community Development Department at City Hall, 100 N 5th Street. Once the application and all accompanying documents are received, the packet is verified and forwarded to the County Appraiser's office for processing. The Neighborhood Revitalization Area application must be turned into City Hall before any work is performed.  The staff contact for this program is Kathy Miller, who can be reached at (913) 680-2626 or by email.
 
We strongly recommend you contact the City staff if you are considering purchasing a property in the Neighborhood Revitalization Area and/or you are planning improvements on your property.  Staff can assist you in determining the amount of property tax rebate you may receive and can answer any questions you might have about the program.  Please do not hesitate to contact us, we want to answer your questions!
 
Emergency Housing Assistance (Landlord/Tenant Dispute Resolution Assistance)
Catholic Charities of NE Kansas, 716 N. 5th St., contracts with the City to counsel people and families who experience housing emergencies and/or need assistance with landlord and tenant disputes. Catholic Charities is also the City's first point of contact for homeless persons in networking with other non-profit agencies to provide a continuum of care (health, housing, training, etc). Please call Catholic Charities at (913) 651-8060 for more information and assistance with this program.
