Community Development

The following programs are available to Leavenworth residents who qualify through the City of Leavenworth's Community Development Department. To qualify, residents must meet specific guidelines. Guidelines are found in the application using the document tab above.

Home Repair Program Funds are available for qualified low to moderate income home owners to assist in emergency and non-emergency repairs to their homes. Applicants may receive up to $5,000 for eligible repairs relating to safety concerns, providing handicap accessibility, bringing a home up to property maintenance standards or weatherization repairs. Applicants must meet income eligibility requirements as defined by U.S. Department of Housing and Urban Development and must be the owner and resident of the property. Home Ownership Assistance Program  provides funds to those who are planning to become homeowners in the City of Leavenworth.  Applicants must meet income eligibility requirements as defined by HUD and must be the intended resident of the property. Additionally, applicants must be credit-worthy and must have received preapproval from a bank or mortgage company to finance a home, but need assistance to purchase the property. 
 
Qualified home buyers can receive funds for mortgage principal buy down, closing costs and/or down payment assistance. Residents who meet the low-income guidelines may receive up to $8,000 (limited to 8% of the selling price) in funds toward the purchase of a home; moderate-income level home owners may receive up to $5,000 (limited to 5% of the selling price) in funding toward the purchase of a home. Applicant must be the future owner and resident of the property.

Emergency Housing Assistance 
The City contracts with Catholic Charities of NE Kansas, 716 N. 5th St., to counsel individuals and families who experience housing emergencies. Catholic Charities is the City's first point of contact for homeless persons in networking with other nonprofit agencies to provide a continuum of care (health, housing, training, etc). Landlord/Tenant Dispute Resolution Assistance 
The City contracts with Welcome Central, 217 B North 5th Street, to counsel individuals, families or landlords in need of assistance with landlord and tenant disputes. Please call Welcome Central at (913) 702-8108 for more information and assistance with this program.
Fair Housing
The City of Leavenworth participates in the regional Affirmative Fair Housing plan. If you have a fair housing complaint, report the violation to the US Department of Housing and Urban Development using this online site:
